LIB CGI libcgi.h file "changevalue" parameter buffer overflow

Description:
LIB CGI is vulnerable to a buffer overflow, caused my improper bounds checking of the "changevalue" parameter in the libcgi.h file. By supplying an overly long value in the "changevalue" parameter in the libcgi.h file,a remote attacker could overflow a buffer and execute arbitrary code on the system, typically as a "nobody" user.
