Attacker sends "out-of-band/urgent" data to an older Windows machine. This feature was unimplemented by Microsoft, and caused the machine to crash. This is a very old problem and newer versions of Windows are not affected. Upgrade the system or apply patches. Alternately, Alternatively, you can install filters that will prevent these incoming packets from being processed. While the normal OOB is fixed in WinNT SP3, it is still vulnerable to a different variant that used Macintosh-style OOB data.
