This is an older program written in Visual Basic. It installs itself into win.ini as the program msrun.exe. It defaults to run at port 23456.
Removal
Manually edit the file win.ini and remove the line for msrun.exe. Reboot your system. Delete the file msrun.exe located in C:\windows\system.
