Advertising robot. Some programs, such as PKZIP Shareware for Windows, install an advertising program which will ping the 149.1.1.x site every few minutes in order to download new advertising. Even when uninstalled, it sometimes stays around. The program is "tsadbot.exe" which you can remove from HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run.
